The potential of high-speed rail freight in Europe: how is a modal shift from road to rail possible for low-density high value cargo?

Abstract Purpose A fully electrified transport chain offers considerable potential for CO 2 savings. In this paper, we examine the conditions necessary to introduce a electrified, large-scale, high-speed rail freight system in Europe addition passenger trains, aiming shift goods from road rail. We compare novel concept with road-based lorry low-density high value estimate modal 2030. Methods To characterize impacts of different framework conditions, simulation tool was designed as discrete choice model, based on random utility theory, integrated performance calculation assessing full multimodal regarding costs, emissions and time. It applied European reference scenario forecast data traffic Results show that is about 70% more expensive than conventional but emits 80% less baseline parameter setting. The expected mode share largely depends cargo’s time, while implementation -tax 100 EUR/tCO eq has an insignificant impact. costs handling infrastructure charges are highly influential variables. Conclusion High-speed track access suitable political instrument create level playing field between modes internalize external transport. With given charge structure, reduction maximum operating speed 160 km/h positive impact it still reacts positively wide range time sensitivity (compared 350 km/h). flexibility freight’s important effective implementation. Further research should concentrate time- cost-efficient transhipment terminals they have significant performance.
